What turned me off was the Action sequence with the big hands and the way the goons just sorta fall down with not much striking / resistance. If the rest of the movie is honestly as good as you say, I'll give it a whirl.
You shouldnt really be comparing Joker and Birds of Prey. They are completely different types of movies, even different genres, and Gotham in Birds of Prey probably works good for that movie, but Jokers Gotham works great for his movie, so its like apples and oranges.
